What is the price of a real estate on Cres-Lošinj Archipelago per a square meter?

It is extremely difficult to determine the price of a real estate per a square meter as real estates on the islands of Lošinj and Cres are sold after seeing the estate.
The price primarily depends on the location and characteristics of a real estate, its vicinity to the beach, the size of the land it is located on, on the view as well as its car accessibility etc. In general, we can say the prices per a square meter are highest in towns of Mali Lošinj and Veli Lošinj, they are somewhat lower in Cres, and at the moment real estates located in places on the islands have best prices, with an exception of Osor, or on the surrounding little islands among which Susak and Unije are the most famous destinations for a real estate purchase, which makes those estates a bit more expensive.

I am a foreigner who would like to purchase a real estate in Croatia. Is this possible?

It is possible!
The Republic of Croatia has introduced a reciprocity principle for real estate purchases by foreign persons. This means a foreigner can become a real estate's owner only if in her/his country of citizenship a Croatian citizen has the same right. This applies to all types of estates, excluding agricultural land, in which case a foreign person CANNOT acquire the right of ownership. On the other hand, it is possible for a foreign person to become the owner of real estates, including agricultural land, if the foreign person has her/his own registered and active commercial object in Croatia. The reciprocity principle is carried out by two Croatian ministries: the Ministry of Justice, which is the first to state its opinion regarding the compliance of the process with the law, and the Ministry of Foreign Affairs, which expresses its final consent in accordance with reciprocity principle. This is not a mandatory process in case the foreign person has her/his own registered and active commercial object in Croatia, which makes her/him a Croatian legal entity who immediately becomes the owner of the real estate.

Can any foreign person obtain the consent by the Ministry of Foreign Affairs?

No! According to the logics of reciprocity principle, where it is impossible that all acts in all countries apply equally to the issue of real estate sale to Croats. It is easiest to check whether you as a foreign person can realize your right in Croatia in your own country, at your Ministry of Foreign Affairs, asking them if a Croatian citizen in your country (canton, region) can realize her/his right to become the owner of an estate. Speaking from experience of the Agency and legal service, we can conclude the consent is obtained by citizens of Germany, the USA, Great Britain, France, the Netherlands, Hungary, Switzerland (not all, depending on their canton), Austria (not all, depending on their province), while the consent is NOT obtained by the citizens of the following countries: Italy, Slovenia, the Czech Republic, Slovakia, Norway, Serbia and Montenegro, Bosnia and Herzegovina. If you are a citizen of another country, not mentioned above, free of charge we can check if you, as the Agency's client, can realize your right to become the owner of a real estate in Croatia. Even if according to the reciprocity principle you cannot realize this right, and you are an EU citizen, you still have the possibility to realize this right at shortest time possible cooperating with our legal service complying with International agreements of the Republic of Croatia. What is “kapara”?

“Kapara” is a deposit which amounts to 10% of purchase and sale price and serves as a sign of doing a serious business and expresses a client’s real intention to buy an estate. At the same time, this is the sign to the Agency that the estate is sold and is no longer at the market or in the Agency's offer. “Kapara” is completely regulated by the Civil Obligations Act.

I can see so many old houses on the island. They seem desolate, are they for sale?

Mostly, they are not. Also, buying such an estate would imply a high risk. Cres-Lošinj Archipelago is marked with troubled history and hard life after World War II, when emigration across the sea became pretty frequent, as well as with optants' funds upon the agreement with Italy, the part of whose territory these islands were until 1945. All of this contributed to a pretty complicated situation regarding the issue of the owners of real estates, which had been built mostly a century ago. In most cases, the objects have more than one owner, who are mostly known but are unavailable, and sometimes are already dead. Usually such a situation is dealt with through an attorney, at the request of one of the inheritors of such an estate. If you happen to be a co-owner of such an estate, our legal service can help you to successfully deal with such a problem as we surely have experience with such disputes.

I am also interested in buying a real estate on some of the smaller islands – Susak, Srakane, Ilovik, Unije – but I am afraid they are isolated too much. What are the connections with the inland or with Mali Lošinj?

Surely the connections are most frequent during the summer season! It is hard to say then the islands are isolated as some of them have a number of regular connections with the inland, not including alternative means of transportation. Along with regular connections with Mali Lošinj as well as with Cres, Rijeka, Novalja and Rab, there are excursion boats which mostly connect Susak, Unije and Ilovik with Mali Lošinj.
